Signal loss describes the reduction in observable data caused by privacy controls, browser restrictions, closed ecosystems, and user choices.

- It affects measurement, advertising optimization, personalization, and identity whenever a decision depended on data that is no longer available.
- What it is confused with
- It is not a defect that one tool can fix. Some techniques recover coverage, but none removes legitimate constraints.

- The response combines first-party data, consent, better instrumentation, aggregate models, and explicit expectations about coverage and uncertainty.
